The slogan of the Socialist Party for the European elections in 2004 may raise a smile as the nature of the EU now appears to be purely economic and liberal . A social Europe can build it within the existing institutions? This is the question that Francis and Antoine Schwartz Denord try to answer in their book, Social Europe will not be published by Editions Reasons to act in 2009. The authors propose

a critical history of the construction of the European Union and unravel the myths and reality. The official history of European integration is widespread, it is nevertheless very caricatured. Small game: ask yourself two simple questions: who do you think built Europe and what were the main objectives of this construction? There are great chances that the answers that you appear to be close enough at the outset of the official version: Europe has been built by people to preserve peace.

To see clearly, we must honestly answer these two questions. But must above all ask what we want to make the idea of Europe in the future. What follows are my lecture notes, necessarily brief and caricatured, nothing can replace the full reading of the book:

1. Who built Europe? The peoples of Europe or technocrats and political leaders? Europe has been built by a small group of people who have consistently circumvented the democratic channels. The population has never participated in this construction. In 1992, respondents were asked to vote for or cons Maastricht. But who made the Treaty of Maastricht ? Not the people. Worse, in 2005 were asked to vote for or against the European Constitutional Treaty, the French and Dutch voted against, and this treaty - in an almost similar version - was adopted in Lisbon by the Heads of States and ratified by the French Parliament in 2008. Europe is therefore at the outset and still anti-democratic.

2. What were the main objectives of this construction? Security and peace, or a common market? In other words, building a political Europe, or the construction of an economic Europe? European integration has always been the main objective the creation and deepening of a common market. Ie an economic purpose, and underlying ideology: neo-liberalism. Originally the building there is pressure from the United States who wish, at the beginning of the Cold War, Western Europe economically and militarily strong to face the Eastern bloc. Europe is therefore at the outset and still liberal.

3. What Europe do we want? The myth of a Europe built by the people for peace must be qualified. The reality is quite different, Europe was built by technocrats with their primary objective the advancement of neo-liberalism. The idea of Europe is positive, it should develop. But the way Europe has been built since the beginning does not transform Europe as it is today. We must destroy and rebuild the existing system with something other institutions more democratic and more social objectives. The liberal Europe will not become social destroy one, build another.
